Policy Manager Two for Head Start is Windows-based software that helps you edit, create and manage policies and procedures, regulations, and program area plans.  You can use Policy Manager Two to create, edit, add, delete, find, link, track, and print local policies & procedures, regulations, the results of your Federal onsite review, your corrective actions, and program area plans.

1) The Policy Manager is ... a Policies & Procedures Manager
The Policy Manager comes with 318 policies ready for your program to review, edit, and approve. These cover all of the performance standards.  Use the convenient Policy Template to draft new policies and procedures, and you can easily copy and paste text from word processing applications right into the Policy Manager.  It helps you keep track of each policy, with fields for approval dates, version numbers, and links to the associated regulations.

The Compliance Questions from the current Federal review tool (FY 2008 Monitoring Protocol) are included in the Policy Manager. If your program was reviewed and was found deficient in certain areas, you can indicate those areas in PM Two, marking them as "action" items, and identify the action you will take. You can also cross-check the links between the regulations, your written policies and procedures, your program area plans, and the results of your review. This makes repair of deficiencies much easier to manage.

To download a free trial version of the Policy Manager:  Click on the first file, setup.exe. A file download window will ask you if you want to SAVE THIS PROGRAM TO DISK or to Run from current location.  Make sure the SAVE TO DISK option is checked, then click OK. Select the directory to save the file to (we recommend C:\Program Files\PolicyManager2), then repeat the process for the remaining 3 files. After downloading these four files, run setup.exe.

Downloading these files will give you the evaluation version of Policy Manager Two.  The only difference between the evaluation version and the "real" version is that the evaluation version limits printouts to a maximum of 10 records (policies or regulations or area plans).

Policy Manager Two Data Update January 2008

The January 2008 Data Update is available only to Head Start programs that have already purchased Policy Manager Two.  (The full Policy Manager Two software includes this data.)

The enclosed Policy Manager Two Data Update CD for 2008 includes:

  1. The compliance questions from the FY 2008 Monitoring Protocol Review Tool.
    1. Links to regulations related to these compliance questions,
    2. Links from draft policies to these compliance questions. Example: Question 1A of Health Services relates to regulation 1304.52 a 2 ii, so the policy relating to that regulation (HR01) has been linked to it and to the HS 1 A question.
  1. Several new policies were added to correspond with changes in the Federal review tool compliance questions.
  1. McKinney-Vento Homeless Assistance Act added to Regulations/Reference Library.

 

Installation Instructions.  To install the data update:

  1. Close Policy Manager Two if it is currently running.
  2. Insert the Data Update CD-Rom into your CD-Rom Drive .
  3. If the Policy Manager Two Data Update does not automatically start, click on the Start menu, choose Run… and type in:

D:\Pm2ImportPm2.exe  (substitute your CD drive letter for “D”)

  1. Follow the on screen instructions that will step you through updating your database.

Because our data updates will never delete any data in your Policy Manager software, instructions on how to remove previous versions of the PRISM data are shown below. 

Deleting Previous Versions of the PRISM from Policy Manager Two.

  1. Run Policy Manager Two.
  2. Click on the Review tab.
  3. Select the previous version of the PRISM in the drop-down list (Type) (i.e., PRISM 2007)
  4. Click on the core question you want to delete (it will appear on the right).
  5. In the upper right-hand corner of the screen, click the minus button to delete. 
  6. Policy Manager will ask you to confirm deletion.
  7. Note: Since you cannot delete items that have sub-items, you first must delete the sub-items.  Continue this process until all core questions from previous versions of the PRISM have been removed. For example, if you are deleting all core questions from PRISM 2007, start by expanding the list under PRISM 2007 (right-click the items with a plus sign), then delete each of the sub-items.
