The Policy Manager is a software application for managing local policies and procedures to help your program organize, manage, link, and keep track of the Federal Regulations for Head Start AND your policies and procedures AND program area plans AND review findings AND who is responsible for what, when, where, etc. 

Policy Manager Two for Head Start is Windows-based software that helps you edit, create and manage policies and procedures, regulations, and program area plans.  You can use Policy Manager Two to create, edit, add, delete, find, link, track, and print local policies & procedures, regulations, the results of your Federal onsite review, your corrective actions, and program area plans.

1) The Policy Manager is ... a Policies & Procedures Manager
The Policy Manager comes with 351 policies ready for your program to review, edit, and approve. These are linked to their related performance standards, review questions, and Federal regulations.  Use the convenient Policy Template to draft new policies and procedures, and you can easily copy and paste text from word processing applications right into the Policy Manager.  It helps you keep track of each policy, with fields for approval dates, version numbers, and links to the associated regulations.

2) The Policy Manager is ... a Regulations Tracker and a Complete Reference Library
Policy Manager Two has the complete text of the Performance Standards, the Head Start Act, and other Federal Regulations that apply to Head Start, including:

In the Regulations Section of Policy Manager, you can:
* View, edit, search, enter, print the text of the regulations.
* Search regulations by key word(s) in the regulation text or by program area.
* Search regulations by number(s), such as the CFR # (example: 1304.40).
* Select regulations by program area.
* See which regulations have policies associated with them.
* Add State, local, and other regulations to it.

3) The Policy Manager is ... an Instrument for Tracking the Results of Your Onsite Review
The review questions from the current Federal review tool (FY 2010 Monitoring Protocol) are included in the Policy Manager. If your program was reviewed and was found deficient in certain areas, you can indicate those areas in PM Two, marking them as "action" items, and identify the action you will take. You can also cross-check the links between the regulations, your written policies and procedures, your program area plans, and the results of your review. This makes repair of deficiencies much easier to manage.
